Phase 1 de-escalation information

Dear friends,

With our wishes that, upon receipt of this, you are all in good health, we will inform you of the following:

Phase 1 of de-escalation will begin next Monday, May 11, in accordance with the provisions of Order SND / 386/2020, of May 3, which relaxes certain social restrictions and determines the development conditions of the activity of retail trade and provision of services, as well as hospitality and restaurant activities in the territories least affected by the health crisis caused by COVID-19.

The final decision, so that the different provinces go to this phase 1, will correspond to the Ministry of Health, protected by the single command that grants it the declaration of the state of alarm to manage the health emergency of COVID-19.

Below we indicate the characteristics that the aforementioned Order establishes for said PHASE 1: Relaxation of social measures

1. Meetings of up to 10 people are authorized (not counting cohabitants). In any case, respecting hygiene and distance measures.

2. Two-person vehicle sharing is allowed: driver and occupant seated in the rear. People living together can share the vehicle without restrictions.

3. Wake and burial are authorized with a maximum capacity of up to 15 people (not counting the Minister of worship), respecting in any case hygiene and distance measures.

Opening of retail business establishments

1. The premises whose opening was already allowed as an essential service, will be able to maintain their activity with the same conditions that they had before.

2. All commercial premises with an area of less than 400 m2 and not located within a shopping center may be opened (except if they have independent access from the outside). With the following conditions:

a. Capacity limitation to 30%

b. Guarantee social distance between clients.

c. Enable priority service hours for people over 65 years of age.

d. The reservation and collection of purchased products is allowed in the premises.

e. The City Councils are empowered to allow the opening of street markets, and to set specific opening rules (distance between stalls, capacity, etc ...), in any case guaranteeing a limitation of 25% of the usual authorized stalls (with preference to food and basic necessities).

HYGIENE STANDARDS FOR PREMISES

1. Cleaning and disinfection: minimum 2 times a day (once at closing): mandatory use of rubber gloves with 1:50 diluted bleach, 70% ethanol or 0.5% peroxide.

2. Daily disinfection of work clothes: in full cycle at 60-90ºC.

3. Ensure adequate ventilation of the workplace.

4. Check daily operation and cleaning of toilets, taps and door knobs of the toilets of the establishment.

5. Vending machines and the like: guarantee daily cleaning and disinfection and install posters with the correct use of them.

6. Those establishments that have activity on public roads or terraces, must have litter bins with a lid and pedal, whose cleaning must be carried out at least daily.

7. The use of the elevator is limited to a single user, except in the case of people who require assistance, who may go two.

8. The use of the toilets of commercial establishments is limited to customers, except for their strictly necessary use, and afterwards they must be cleaned and disinfected (taps, toilets and door knobs).

HYGIENE STANDARDS FOR CENTRAL WORKERS

1. Workers with symptoms or in a period of home quarantine may not join.

2. The obligations regarding occupational risk prevention must be fulfilled, specifically, the owner must:

a. Provide PPE appropriate to the level of risk.

b. Install hydroalcoholic gel dispensers or when soap and water are not possible.

c. Use of face masks is mandatory when social distance cannot be guaranteed.

d. All personnel must be trained and informed about these measures and the use of PPE.

3. The fingerprint transfer is replaced by other transfer means that guarantee hygiene.

4. Work conditions, shifts and others must be organized to guarantee social distance.

a. Minimum distance between seller and customer during the entire process will be at least 1 meter with protection means or barriers or 2 meters without them.

b. Distance between market stalls will be at least 2 meters.

c. In activities where this distance cannot be guaranteed (hairdressing salons, physical therapists ...), the use of both worker and client mask must be guaranteed. And always a distance of 2 meters between clients.

5. Distance measurements must be carried out in changing rooms, lockers and workers' toilets.

6. In the event that a worker shows symptoms, they must contact the telephone number enabled by the community, health center or prevention service and leave their job until medical evaluation.

HYGIENE STANDARDS FOR CUSTOMERS

1. The residence time in commercial premises will be strictly necessary.

2. For sale on public roads, the company must place marks or beacons on the ground 2 meters away, as well as install signage to report individual attention.

3. The establishments must make hydroalcoholic dispensers available to customers at the entrance to the premises.

4. Self-service of products in commercial premises is prohibited. Products must be dispensed by a worker.

5. Test products are prohibited.

6. In clothing stores, the fitting rooms will be for individual use and should be disinfected after each use. Unproven and tested clothing must be sanitized before being put on sale again.

CAPACITY OF ESTABLISHMENTS

1. Locals must post the maximum capacity at each location at the entrance.

2. Establishments must have a system to count and control this capacity, and must not be exceeded at any time (including the workers themselves).

3. The circulation of people and distribution of spaces must be organized to guarantee social distance.

4. Home delivery is enabled for certain groups.

5. Access to the premises must be done without fingerprint readers, in a staggered manner and the accesses to the establishment and changing rooms will remain open to avoid manipulating the opening mechanisms.

Terraces and hotel establishments
OPENING OF TERRACES AND HOTEL ESTABLISHMENTS

1. The opening of establishments is enabled at 50% of their capacity (tables allowed in the previous year according to activity license) and ensuring a minimum distance of 2 meters between tables.

2. It is possible to ask the City Council for permission to increase the area for the terrace, and should be limited to 50% later.

3. Meetings on terraces of up to a maximum of 10 people per table or group of tables are authorized, respecting the minimum interpersonal distance.

HYGIENE MEASURES ON TERRACES

1. Cleaning and disinfection of the terrace equipment between one client and another.

2. Priority will be given to the use of single-use tablecloths or, where appropriate, change with each new client.

3. Hydroalcoholic gel dispensers must be made available to the public in any case at the entrance of the establishment or premises.

4. Card payment will be encouraged avoiding, as far as possible, the use of cash. The dataphone will be disinfected after each use, as well as the POS.

5. The use of letters in common use will be avoided, opting for the use of own electronic devices, blackboards, posters or other similar means.

6. Auxiliary elements of the service, such as crockery, glassware, cutlery or tablecloths, will be stored in closed rooms and, if this is not possible, away from areas where customers and workers pass through.

7. Self-service products such as napkin rings, toothpicks, cruets, oil cans, and other similar utensils will be eliminated, prioritizing disposable monodose or their service in other formats upon customer request.

8. The maximum occupation of the toilets by customers will be one person, except in those cases of people who may require assistance. These toilets must be cleaned and disinfected at least six times a day.

HYGIENE OF WORKING PERSONNEL

1. The obligations regarding occupational risk prevention must be fulfilled, specifically, the owner must:

a. Provide PPE appropriate to the level of risk.
b. Install hydroalcoholic gel dispensers or when soap and water are not possible.
c. Use of face masks is mandatory when social distance cannot be guaranteed.
d. All personnel must be trained and informed about these measures and the use of PPE.

2. Work conditions, shifts and others must be organized to guarantee social distance.

3. Space will be provided so that the worker can change clothes and footwear upon arrival at the workplace and at the end of his shift.

4. In these changing rooms and toilets the safety distance must be guaranteed.

5. In the event that a worker presents symptoms, they must contact the telephone number enabled by the community, health center or prevention service and leave their job until medical evaluation.
