RESOLUTION OF JANUARY 5, 2021, OF THE COUNCIL OF UNIVERSAL HEALTH AND PUBLIC HEALTH, ESTABLISHING EXCEPTIONAL PREVENTIVE MEASURES AND MODIFYING MEASURES CONTAINED IN THE RESOLUTION OF DECEMBER 5, 2020, OF THE COUNCIL OF UNIVERSAL HEALTH AND PUBLIC HEALTH , WHEREAS NEW ADDITIONAL MEASURES ARE AGREED IN THE VALENCIAN COMMUNITY, AS A CONSEQUENCE OF THE SANITARY CRISIS SITUATION CAUSED BY COVID-19.
Second
Modify the wording of the following exceptional preventive measures contained in the Resolution of December 5, 2020, of the Consellera de Sanidad Universal y Salud Pública, by which new additional measures are agreed in the Valencian Community, as a result of the health crisis situation caused by Covid-19:
1. Point 7 "Measures relating to commercial premises and the provision of services", section 1 of the first resolution of the Resolution of December 5, 2020, of the Minister of Universal Health and Public Health, which is worded as follows:
“7.1 Establishments and commercial premises and professional services activities, regardless of their useful display and sales area, must reduce to 30 % the total capacity in establishments and premises. In the case of establishments or premises distributed over several floors, the presence of customers in each of them must keep this same proportion.
All establishments and commercial premises and professional services activities that have them will reduce to 30 % the capacity of the car parks or spaces for the parking of its clients' vehicles.
The commercial activity of the establishments and commercial premises dedicated to the essential food trade, pharmacies, orthopedics, opticians, hairdressing services and veterinary centers is excepted from the foregoing; that will reduce to 50 % of the capacity allowed by license or authorization of the activity.
2. Point 9 "Measures relating to catering and hotel establishments", sections 9.2 and 9.3, of the first resolution of the Resolution of December 5, 2020, of the Minister of Universal Health and Public Health, which are worded as follows:
“9.2. In these establishments:
- The occupation of the tables will be a maximum of 4 people per table or groupings of tables.
- The distance between tables will be 2 meters inside establishments and 1.5 meters on outdoor terraces.
- Consumption will always be sitting at the table.
- The use of a mask will be necessary when it is not being consumed.
- The maximum capacity allowed must be visible at the entrance.
- The catering and hospitality establishments will conclude their activity at 5:00 p.m., and the clientele will not be able to stay in the establishment outside the allowed hours.
The activity can be resumed daily with the start time that corresponds to them according to their license or authorization, from the time of cessation of the limitation of the freedom of movement of people at night, which is regulated at all times by Decree of the President of the Generalitat, of measures in the Valencian Community, as a consequence of the health crisis situation caused by Covid-19 and of the declaration of the state of alarm activated by the Government of the Nation.
The hotel and catering establishments with accommodation can provide catering services exclusively to people staying at dinner time.
The catering establishments in service areas of communication routes for transport professionals are not subject to any time slot.
The restoration activities of home service, or collection by the clientele in the establishment by appointment, may be carried out during the opening hours of the establishment with the regulated time limit for the freedom of movement of people at night , established in the Decree at any time by Decree of the President of the Generalitat, of measures in the Valencian Community, as a consequence of the health crisis situation caused by Covid-19 and of the declaration of the state of alarm activated by the Government of the nation.
- The general and additional hygiene measures, respectively included in sections 2.1, 2.2 and 2.4, will be respected. of the Agreement of June 19, of the Consell ”.
“9.3. It is not allowed in restaurants and hotels:
- The use of the bar.
- Self service or buffet services.
- Smoking on the terraces of cafes and bars.
- Gambling in bars and the like.
The activity of the clubs, dance halls, karaoke, cocktail bars and pubs is suspended, with and without live musical performances. And the performance of karaokes and sporadic or amateur singing performances in catering and hotel establishments is also suspended. The performances of disc jockeys, DJs, announcers and / or the like are also not allowed ”.
3. Point 27 on "Measures related to the consumption of tobacco and assimilates", section 1 of the first resolution of the Resolution of December 5, 2020, of the Minister of Universal Health and Public Health, which is worded as follows:
“27.1. Smoking is not allowed on public roads, beaches or other outdoor spaces, when it is not possible to maintain the minimum interpersonal safety distance of at least 2 meters. In any case, smoking outdoors is prohibited on terraces of cafeterias and bars ”.
Fifth. Efficacy and validity.
1. This resolution will take effect from 0:00 a.m. on January 7, 2021 and will remain in effect until 11:59 p.m. on January 31, 2021.
2. The validity of the rest of the measures adopted in the Resolution of December 5, of the Minister of Universal Health and Public Health, by which new additional measures are agreed in the Valencian Community, as a result of the situation of health crisis caused by Covid-19, which are not modified in this Resolution, will be maintained until 11:59 p.m. on January 31, 2021.
