Aid to large families of a special category, to families with children born multiple births and to single-parent families (Murcia region)

ORDER TO CALL FOR AID TO NUMEROUS FAMILIES OF SPECIAL CATEGORY, TO FAMILIES WITH CHILDREN BORN OF MULTIPLE BIRTH AND TO SINGLE PARENTAL FAMILIES.

Article 1. Object and purpose of the aid

The purpose is to grant an economic contribution for the expenses made during this year 2021 to large families of special category, to families with daughters and sons born of multiple birth, multiple adoption, permanent foster care or guardianship for adoption purposes and to single parent families.

Article 2. Type and maximum amount of aid

The concepts that are the object of these grants are the following:

A) Food expenses.

B) Rates or prices of Dining Rooms in Public or Concerted Centers.

C) Clothing Expenses (Textile and Footwear).

D) Pharmacy and Parapharmacy Expenses.

E) Hygienic-sanitary.

F) Childcare accessories.

G) Expenses derived from attending Child Care Centers, extracurricular activities or extension of hours to reconcile work and family life.

H) Expenses derived from the hiring of personnel for the home care of dependent persons and minors for the conciliation of family and work life.

Regarding food expenses, alcoholic beverages are excluded from them.

Article 3. Accreditation of requirements

1. The general requirements to be beneficiaries of these grants will be:

a) Have the status of a large family recognized, which must be in force at the end of the deadline for submitting applications (06/28/2021). This requirement will not be required of single-parent families.

b) Not having access to other aid of a similar nature and for the same purpose through public, private or concerted services, subsidized in whole or in part by any of the Public Administrations.

c) The family unit must reside in the Region of Murcia, and its members are registered in one of its municipalities on the date of completion of the application submission period.

d) Do not exceed the per capita family income, calculated in accordance with the provisions of article 4 of the regulatory standards, the amount of the current IPREM.

2. To be beneficiaries of these grants, it will be necessary for them to meet any of the following specific requirements:

a) Have daughters and sons born by multiple birth or adoption, considering as such the birth of at least three minors and under the age of six at the time of application.

Likewise, permanent foster care or custody for adoption purposes will be equated with the previous assumptions.

b) Being a large family of a special category.

c) In the case of a single-parent family, the daughters or sons that make it up are single people under 21 years of age, or a person with a disability or incapable of working, whatever their age. However, such age limit will be extended to 25 years of age when they pursue studies that are considered appropriate to their age and degree or aimed at obtaining a job.

In addition, they must be in one of the following factual cases:

c).1 That the ascendant appears as the only parent in the Civil Registry.
c).2 That the ascendant has exclusive parental authority.
c).3 That the ascendant is in a state of widowhood or in an equal situation.
c).4 That it is a family made up of a person and the minors that they have in foster care for a time equal to or greater than one year.

3. The requirements indicated in the preceding paragraphs will be accredited by the documentation required in ANNEX I (Application: Aid to large families of special category, to families with children born of multiple birth or multiple adoption and to single-parent families).

Article 4. Credit distribution.

1. The total amount allocated to the aid will be distributed, first, according to the following criteria:

a) Aid to families with daughters and sons born of multiple birth or multiple adoption or who have minors in permanent foster care or custody for adoption purposes: Total amount allocated to aid multiplied by the percentage of applications that correspond to this type of aid increased by one twenty%.

b) Aid to single-parent families: Total amount allocated to aid multiplied by the percentage of applications that correspond to this type of aid increased by 20%.

c) Aid to large families of a special category: Total amount allocated to aid less the amount resulting from the operations indicated in the previous sections.

2. For all aid applications, in all modalities, that meet the general requirements, the per capita family income will be valued, for whose calculation the provisions of the regulatory norms will be taken into account. Depending on the resulting per capita income, the maximum amount of aid requested or a percentage of it may be granted, according to the following tranches:

a) Per capita income of up to € 1,500.00: Maximum amount of the aid.

b) Per capita income between € 1,501.00 and € 3,500.00: 75% of the maximum amount.

c) Per capita income between € 3,501.00 and € 6,000.00: 50% of the maximum amount.

d) Per capita income between € 6,001.00 and the current IPREM amount: 25% of the maximum amount.

3. Within each of the income brackets, for the purposes of assessing the amount of aid, the family income will be computed, as well as those corresponding to ascendants or descendants residing in the same address.

Article 5. Application and submission deadline.

1. Applications for these grants will be made in accordance with the instance model that appears as an annex to this Order, accompanied by the corresponding documentation.

2. Applications and other documentation may be submitted to the General Registry of the Autonomous Community of the Region of Murcia.

3. The deadline for submitting applications will be 10 business days from the day following the publication of this Order in the "Official Gazette of the Region of Murcia", that is, until June 28, 2021.

Article 6. Documentation.

The application, duly completed, must be accompanied (where appropriate) by the following documentation:

a) Registration certificate / coexistence unit flyer.

b) Authorization to the Administration for the consultation in the working files, of the data and income related to the aid, as well as the consultation with other administrations. Annex II Consent clause for consultation of Family Unit data, only has to be completed and submitted together with the application, in the cases of family units with ascendants, spouses and descendants over 16 years computable for income purposes per capita.

c) Amount for which the aid is requested.

d) Responsible declaration regarding the activities carried out during 2020 of all the members of the nucleus of coexistence.

e) Bank certificate stating the IBAN (24 digits) name of the person requesting the help who must be the owner of the account and must include their DNI / NIE number.

f) That documentation that affects the socio-economic situation and that is determined as necessary. Accompanied by a responsible statement or other supporting documents, such as Labor Life relative to the year 2020.

Article 7. Amount.

The amount of aid granted per family may in no case exceed two thousand five hundred euros (€ 2,500.00).

Article 8. Obligations of the beneficiaries.

In accordance with article 10 of the regulatory norms, the beneficiary families of the aid will be obliged to:

a) Notify the Ministry of any circumstance, both objective and subjective, that affects any of the requirements or conditions taken into account for the granting of this aid.

b) Submit to the verification actions to be carried out by the Ministry.

c) Justify the grants granted within the terms and conditions set forth in this Order.

Article 9. Justification of the aid.

1. The payment of the aid will be made for the total amount thereof, at the time of granting and prior to the justification of compliance with the purpose for which it was granted.

2. The justification of compliance with the purpose for which the aid was granted will be made by providing the following documentation:

a) The expenses incurred against the aid and the payment thereof will be justified by submitting one of the following documents for each of them:

a.1) Original of the invoices and document used for payment, which must include the C.I.F./N.I.F., Invoice number, date and the receipt. Said invoices and documents must be duly broken down into concepts and units, not admitting invoices in which they are not clearly specified or that refer to global concepts.

a.2) Original of the bank transfer or movement in the checking account if the payment had been made by check, if applicable.

a.3) In the case of cash payments, the original of the invoice must bear the receipt and the amount invoiced will never exceed € 2,500.

a.4) Cash receipts will not be valid as a means of justification.

3. The supporting documents for compliance with the purpose for which the aid was granted will be related to expenses incurred from January 1 to December 31, 2021, considering expenditure incurred that has been effectively paid prior to the end of the justification period determined in the following section.

4. The beneficiaries are obliged to present the justification of the aid granted within the period of three months, starting from the end of the execution period.
