ROYAL DECREE-LAW 4/2022, OF MARCH 15, BY WHICH URGENT MEASURES ARE ADOPTED TO SUPPORT THE AGRICULTURAL SECTOR DUE TO THE DROUGHT
MEASURES AIMED AT THE SUSTAINABILITY OF FARMS
Article 6. Actions in relation to the financing of the primary sector.
1. The Ministry of Agriculture, Fisheries and Food will make a help line available to agricultural operators, “ICO LINE MAP SAECA”, under a direct concession regime, for the subsidy of the principal of financing operations formalized through financial entities, non-refundable, which will be implemented through an agreement with the Official Credit Institute (ICO) and with the State Limited Surety Company Agrarian (SAECA). These aids will have a limit equivalent to the lesser of the following amounts: 10 percent of the principal of the loan or €10,000 of accumulated aid for the operations of the same client.
2. Those who own agricultural holdings, who may be natural or legal persons or entities without legal personality, registered in the General Register of Livestock Holdings regulated by Royal Decree 479/2004, of March 26, or in the Register General of Agricultural Production regulated by Royal Decree 9/2015, of January 16, with registered office and fiscal in Spain, which have a date of incorporation prior to March 1, 2022 and whose income comes from at least 50 percent agricultural activity in the year prior to the filing of the application.
The total amount of the aid may not exceed the limit of 20,000 euros in the period of the current year at the time of formalizing the operation and the two previous years, including previous aid declared by the applicant.
6. ICO and SAECA will act as collaborating entities for the subsidies within the framework of the collaboration agreement signed for this purpose, for which purpose they will assume full management thereof, including justification and control by SAECA, under the terms established in said agreement. .
Article 10. Actions in relation to the cost of desalinated water from the Marine Water Desalination Facilities (IDAM) owned by the General State Administration and the cost of water in the Júcar-Vinalopó pipeline.
